People on the Move
- A new Policy Officer was appointed to the National
Housing Federation's Investment and Resources Team -
Aaron Cahill, who previously worked at Tower Hamlets LBC.
- Declan Carroll was made Regional Manager (Westminster and
West London) with Central and Cecil HT, with
responsibility for all aspects of the management of the
Trust's sheltered schemes, move-on and mental health
schemes in the Region.
- Elizabeth Clarson was appointed Chief Executive of
Housing for Women. Previously the Director of Rosemary
Simmons Memorial HA, she succeeded Margaret Moran who
became MP for Luton South.
- Doug Hollingworth ended his 14 years with Three Rivers
HA, where he had been Chief Executive.
- Andy Jennings was appointed as the new Director of
Islington LBCs reorganised Housing Department. He
moved from his Director of Housing post at Newham LBC to
take up his new position in March 1998.
- Chris Kitching was appointed Director of The Housing
Services Team at Newydd HA, having already been with the
Association for three years as an Area Manager.
- Fiona Kyle became the new Head of Human Resources at
Bromford Housing Group.
- Leonie Lupton took over as Director of Training and
Conferences at the Tenant Participation Advisory Service
(TPAS), bringing experience from her previous spells at
South Yorkshire HA, Liverpool HT, Sefton MBC and the
Housing Corporation.
- Peter McGurk decided to leave his job as Managing
Director of Inside Communications in the Spring to afford
time to pursue other interests. Before moving to Inside
Communications, he had been Chief Executive of the
Chartered Institute of Housing (1982 to 1994).
- Bill Puddicombe took over as Chief Executive at Phoenix
House, which is deeply involved in initiatives that
respond to drug problems. Previously, he had been with
New Era HA
- Mary Sarantis, former Tenant Services Director at
Shepherds Bush HA, was appointed Director of Fortunegate
Community Housing - the local housing company set up to
take over two estates from Brent LBC. Fortunegate is a
subsidiary of Ealing Family HA.
- Stephen Stride moved from Tower Hamlets LBC to Poplar
Housing and Regeneration Community Association, to become
Chief Executive, one of five new senior appointments
announced at Poplar.
- Kieran Walsh was appointed Director of the Chartered
Institute of Housing in Northern Ireland. He had 15
years' experience with the Northern Ireland Housing
Executive.
- David Wolverson was appointed Chief Executive at New Era
HA and replaced Maurice Harker. His previous post was
Director of Housing and Care Services at Anchor Trust.

- Jean Dolphin joined Garden City Homes HA as Director,
moving from Islington LBC.
- Sonia Ellingham joined East Dorset HA as Director of
Finance. Her previous posts included appointments with
KPMG Peat Marwick and Winchester and Eastleigh Healthcare
NHS Trust.
- Dorian Leatham moved from Director of Housing at Croydon
to his new post as Chief Executive at Hillingdon LBC. His
previous posts included a spell at the helm at Circle 33
HT, Director of Housing at Brent LBC and District Manager
at Westminster LBC.
- Jon Milburn took his housing association experience to
Peabody Trust, where he took over as Head of Development.
- Karen Ottley was internally promoted at Circle 33 HT,
taking over the role of Director of Finance.
- Mary Richardson, Director of Social Services at Waltham
Forest LBC, was appointed by Haringey LBC as its new
Director of Housing and Social Services.
- Chris Turton became the new Director of Pollards Hill HA
- a subsidiary of Moat HG set up when an estate was
transferred from Merton LBC. He was previously with
Habinteg HA.
- Geraldine Wilcox joined Tees Valley HA as Director of
Housing Services, moving from the position of Assistant
Director of Housing at Middlesbrough BC.

Parting of Institute with its Chief
Executive
The surprise news of the month, at least to most members of
the Chartered Institute of Housing, was the dismissal of
Christine Laird as its Chief Executive.
Official press releases added confusion, with the first
official comment from the Institute's President being confined to
Christine is not working from her desk at the present time.
Subsequent press reporting was very much dependent on insider
information, rather than specific official statements, adding
further confusion for the less informed members. Such insider
gossip suggested: clashes between Ms Laird and key members of the
Institute's council; apparent frosty relationship between Ms
Laird and the Housing Minister, Hilary Armstrong; clashes with
the Institute's Scottish and Welsh branches; failure to persuade
the last Government to deliver a bigger housing budget.
What appeared certain was that there had been a breakdown in
the working relationship between Ms Laird and members of the
Institute's ruling council. It was also clear that the council,
after a 7 hours' meeting, confirmed Ms Laird's dismissal and that
she refused to accept settlement terms. She claimed that she was
unfairly dismissed and she was considering taking the matter to
an Industrial Tribunal. Prior to the meeting with the council,
she lodged a grievance against every member of the council and
the Institute's solicitors. Ms Laird was also understood to be
seeking support to call an emergency meeting of the Institute.
The Institute sought to recruit a new Chief Executive. As an
interim measure, it appointed its Director of Policy, John Perry,
as Acting Chief Executive. Mr Perry joined the Institute in 1991
and his career included a period as Assistant Director of Housing
at Leicester DC.

- Charter HA (in Newport, South Wales) appointed Angela
Gascoigne as its new Housing Services Director. Ms
Gascoigne previously occupied the post of Housing Manager
with Cardiff-based Cadwyn HA. She succeeded Gayna Jones,
who is now Chief Executive at Rhondda HA.
- Colin Mayhead was appointed as the new Director of
Housing at Newham LBC. His previous jobs included Acting
Director of Housing at Westminster LBC, which he left in
1995.
- Bill Patey, former Director of Landmark HA, became
Director of Development at Servite
Houses.
- The new Corporate Director of Wyre Forest DC was named as
Peter Smith, who has over 30 years' experience in local
government.
- Kevan Wakerley moved from KPMG to take up the role of
Deputy Chief Executive with Manchester and District HG.

Government Appointments
- The former Chief Executive of North British HA, Eric
Armitage, was appointed Deputy Chair of the Housing
Corporation, with a reported annual salary of £22,000
for his two days per week service.
- The Welsh Office announced new senior appointments to the
new Welsh Housing Department, which takes over the
functions of the Welsh Office and Tai Cymru (Housing for
Wales):
- Adam Peat, currently Chief Executive of Tai Cymru,
becomes the Director of the new Department.
- John Bader, Deputy Chief Executive at Tai Cymru,
becomes the Head of the Housing Operations Division
in the new Department
- Peter Lawler, also currently with Tai Cymru (Director
of Performance Audit), becomes the new Department's
Head of Housing Performance Division.
- The fourth appointment to the new structure was Mike
Shanahan, previously Head of the Welsh Office Housing
Division. He becomes the Head of the Department's
Housing Policy and Resources Division.
The new Department officially started life on the first
day of 1999 and transferred to the new Welsh Assembly in May
1999.

- Naseer Ahmed was internally promoted to the newly created
post of Housing Services Director at Sadeh Lok HA.
- Graeme Bell was appointed Director of the Town and
Country Planning Association. He was previously County
Planning Officer with Lancashire CC.
- Tim Bell, previously Head of NACRO Services (Midlands),
moved to the Organisation's new post of Housing Director.
- Clive Coley left his post as Head of Southwark LBC's
Special Housing Unit to take over as Chief Executive at
Inquilab HA.
- Roland Crooke joined the Joseph Rowntree Foundation as
Director of Housing Operations. He previously worked for
several housing associations and the Housing Corporation.
- Glasgow Regeneration Alliance appointed Andrew Fyfe as
its new Executive Director. He was previously Scottish
Homes Managing Director for Glasgow and North
Clyde.
- The new Director of Development at Isle of Wight HA is
Kye Gbangbola, who moved from his post as Development
Manager at Surrey Heath HA.
- The new Director of Housing and Operations at Elgar HA is
Alison Hadden, who moved from her post as Director of
Housing at Castle Vale HAT.
- Martin Nurse moved from his position as chief Executive
at Thames Valley HA to take over as the new Chief
Executive at Three Rivers HA.
- Philip Prasad resigned as Chief Executive at Unity HA for
personal reasons. Doug Hollingworth, former Chief
Executive with Three Rivers HA, took over in an acting
capacity.
- Andy Snowden stood down as Chief Housing Officer at
Kirklees MDC to join Middlesbrough Council as Corporate
Director of Housing and Social Services.
- Andrea Titterington, the Chief Executive at Maritime HA,
was appointed Group Chief Executive of the new parent
company, Heartland and Marine Charitable HA.
- David Tolson, formerly Group Director (Finance and
Information) at North British HA, was appointed as a
Director of Exchequer Services at consultants HACAS.

- The new Chief Executive of North London Muslim HA is Saif
Ahmad, who was previously with Hackney LBC.
- Lesley-Anne Alexander moved from the London Borough of
Enfield, where she had been acting Director of Housing,
to take up a new post as Director of Operations at
Peabody Trust.
- Alan Beatty left his post as Director at Clyde Valley HA.
- The Community Initiative Director at Octavia Hill HT,
Wendy Pridmore joined Rosemary Simmons Memorial Housing
as its new Chief Executive.
- Russell Rowbotham took early retirement from his post as
Director of Housing at Dundee Council.
- Gill Saunders left her role in leading the supported
housing side of the Housing Benefit review at the
Department of Social Security, to become the Secretary of
the Social Security Advisory Committee.
- Peter Stott, formerly with Camden LBC and Circle 33 HT,
was appointed Managing Director of Home HA.

Christine Laird Ended Fight For
Reinstatement
Christine Laird decided not to continue with her fight for
reinstatement as Chief Executive of the Chartered Institute of
Housing and agreed to a £50,000 settlement. The deal ended six
weeks of dispute, following Ms Laird's claim that she was
unfairly dismissed after challenging the probity of members of
the Institute's ruling council.
As a result of the agreement, Ms Laird withdrew her proposed
actions to appeal to an industrial tribunal and to seek support
for an emergency meeting of the Institute.
It was understood that the Institute would seek to appoint a
successor in July and rumoured potential candidates included
Peter Williams of the Council for Mortgage Lenders, Mike Irvine,
Director of Housing at Southwark LBC, and the Institutes
Acting Chief Executive - John Perry.

Westway HA, bringing with her 15 years' experience in the
social housing sector.
- Helen Cope stepped down as Chief Executive at East Thames
HG on health grounds. She also relinquished her position
as Chair of the National Housing Federation.
- Helen Forsyth was appointed Chief Executive at Edinvar
HT, moving there from her post as Director of Service
Development and Policy at Housing 21.
- Anchor Trust appointed Paul Johnson to the new post of
Corporate Development Director. Previously with North
British HA, he joined Anchor in 1997 as Assistant
Director of Anchor Retirement Housing.
- Aidan Kelly became the new Business Development Director
at Cherwell Housing Trust. His previous work included
spells with Newydd HA and Riverside HA.
- Rob Mallet, formerly with Riverside HA, joined Midland
Area HA as Finance Director.
- Eamon Pryle was internally appointed as New Initiatives
Director at West Hampstead HA.
- Bernard Singleton moved from CDS Co-operative HS to take
over as Director at Alamo Housing Co-operative.
- The new Chief Executive at Methodist Ministers' HS is
Garry Smith, a former Planner with Braintree DC.

Opposition Reshuffle
The Conservative Party reshuffled its Front Bench, which
included the following moves:
- Tim Yeo took over the Housing portfolio from Chris Chope.
- Chris Chope moved to join the Trade and Industry team.
- Gillian Shepherd became the new Shadow Environment
Secretary.
- Iain Duncan Smith remained as Shadow Social Security
Secretary.

CIH New Chief
Staffordshire-born David Butler, Director of Housing at
Newcastle MDC, succeeded Christine Laird as Chief Executive at
the Chartered Institute of Housing (CIH). A former President of
the CIH, David Butler brought to the job more than 30 years'
experience in local authority housing, including spells at
Tynemouth, North Tyneside and Rotherham Councils, before joining
Newcastle in 1984.

- Graham Brown was internally appointed to the post of
Director of Housing Services at Nomad Housing Group.
- Sam Hood decided to step down as Chief Executive at
Knightstone HA because of ill health. The Association's
Finance Director, Nick Horne, held the reins until a
replacement was appointed.
- Moat HS appointed Vivien Knibbs as its new Director. She
was previously with North British HA and also served as
Director of the Housing Associations Charitable Trust.
- The newly-created post of Director of Operations at The
Ridings HA has been filled by Andrew Larkin, with
strategic responsibility for customer services, housing
services, supported housing, development and asset
management.
- Ken Perry moved up at CDS Liverpool, to fill the vacant
post of Director of Housing Services.
- Marion Schumann left her post as Director at Ekaya HA and
was succeeded by Hattie Llewellyn-Davies, who was due to
hold the post in a temporary capacity.
- Dundee CC internally appointed its Housing Investment
Manager, Elaine Zwirlein, as its new
Director of Housing.

- Steve Binks joined North British HA from Yorkshire
Electricity, to take up his new post as Group Director
(Finance and Information).
- Richard Buxton left his post as Westminster CC's Director
of Housing to become Operation Director at the Legal Aid
Service.
- The new Director of Finance at the Carr-Gomm Society is
Jenny Howard, who had been Finance Controller for the
Society for the past four years.
- Karen McArthur, previously with Moat HS, became Head of
Housing Management at Chiltern Hundreds HA.
- Peter McCormack moved from Leeds Federated HA to take up
his new post as Head of Business Development at Chiltern
Hundreds HA.
- Michael Thain was appointed Parliamentary and Media
Officer at the Chartered Institute of Housing in Scotland
and moved from his position with Shelter Scotland.
- The first Chief Executive appointed to the Next Steps
Agency for the Rent Officer Service in England is Stephen
Williams, who took up his new duties in November when he
moved from his job as Chief Executive at the Independent
Tribunal Service.
- Malcolm Wilson, formerly Group Director of Resources at
the Great Eastern Housing Group, joined the Barony
Consultancy as Senior Manager. Previously, he had a 6
year spell with CSL Management Consultants and local
authority experience with Huntingdon, York, Tamworth and
Cannock councils.

- Chris Best joined Soho HA as Chief Executive, moving from
her old job as Area Director at Broomleigh HA which she
joined in 1992.
- Northern Ireland Housing Executive's Chief Executive,
Victor Blease, announced his intention to take early
retirement after 13 years in the post. It is understood
that he intends to extend his activities as visiting
professor at Ulster University, where he was a lecturer
before joining the Executive.
- Paul Bollington was appointed Deputy Housing Services
Director at Walbrook HA. Before joining the Association
he previously worked as a Regional Housing Manager with
Northern Counties HA.
- John Delahunty became Northampton DC's new Housing Policy
Director, which is an internal promotion following the
retirement of the previous Director, Laurie Embury.
- Nick Horne was promoted from Group Director of Finance to
Group Managing Director at Knightstone HA.
- The new Deputy Director at DartHomes Management Services
is Steve Kerridge, who was previously Acting Director for
Moat HS.
- Ian Metcalfe was promoted from Deputy Finance Director to
Finance Director at Signpost HA.
- Soho HA appointed Sharon Pearce as Head of Finance and
she took up her new post following a period with Toynbee
Housing.
- Shaun Stevenson joined Wolds HA from North Lincolnshire
Council, where he took up his new post as Director of
Operations.
- Ruth Stott became Head of Finance at Arawak Walton HA,
having previously worked in finance with Collingwood HA
and Liverpool HT.
- Martina Weitsch resigned as Chief Executive at Ridgehill
HA, following a disagreement with the Association's
management board over plans for expansion.

Housing Corporation Changes
Housing Minister Hilary Armstrong announced that she was
re-appointing Ken Griffin and Dr Peter Williams to the Board of
the Housing Corporation, on completion of their first term at the
end of September. Both were first appointed in October 1995. Ken
Griffin is the former Chair of the British Shipbuilders and
Industrial Adviser to the Department of Trade and Industry. Dr
Peter Williams is the Deputy Director General of the Council of
Mortgage Lenders.
The Housing Corporation announced a number of changes in its
senior management personnel. The Director of Regulation, Atul
Patel, took up secondment to the Social Exclusion Unit in the
Cabinet Office for a 12-month period as from the end of
September. The Director of Investment, Derek King, and London
Regional Director, Neil Hadden, swapped jobs on a permanent basis
from the middle of September.

- Hightown Praetorian HA appointed Roger Arkell as Business
Development Director. He was previously with Christian
Action HA and as Director of Development with Servite
Houses.
- George Barlow announced his retirement as Chief Executive
at Peabody Trust. He had held the position since 1987 and
leaves next summer.
- Hanover HG appointed Jane Bloodworth as its new Assistant
Director. She joined the Group from Sovereign HA, where
she was Head of Internal Audit for 5 years.
- Linda Bowden moved from her position as Assistant
Director of Human Resources at Berkshire CC to join Look
Ahead Housing and Care as Head of Human Resources.
- James Cawley was promoted from Director of Housing to
Director of Environmental, Housing and Property Services
at Vale of Glamorgan Council.
- The new Chief Executive appointed at the Western
Partnership for Sustainable Development is Alistair
Cormie, previously Director of Development for North Hull
Housing Action Trust.
- Paula Fance joined Bristol Churches HA as Director of
Development, bringing with her considerable experience in
estate regeneration projects.
- Bjorn Howard, who was formerly Assistant Director of
Housing at East Hampshire HA, was appointed the new Group
Director of Housing and Care at Drum Housing Group.
- The Housing Corporation appointed Clare Miller as
Director of Regulation with immediate effect. She
replaced Atul Patel, who is on 12 months' secondment to
the Social Exclusion Unit. Clare Miller had been the
Corporation's Assistant Director (Financial Regulation)
since 1996. Before that she was Assistant Director for
Regulation at the Corporation's London Region office.
- Manchester MDC's Director of Housing, Steve Mycio, was
promoted to Deputy Chief Executive, with responsibility
for promoting best value within the Council in human
resources, service planning, performance review and
equality.
- The new Director of Housing at Newcastle MDC is Jill
Preston, who was previously Director of Housing and
Social Services with Stirling Council.
- Julie Walker took over as Director at Harden HA, which
she joined from Warwick DC.

- June Barnes is the new Chief Executive of East Thames HG,
which she joined from the Guinness Trust.
- Chris Boote, previously with Gloucester CC, joined
Marches HA as its new Director of Housing.
- Notting Hill HT internally promoted Deputy Finance
Director Peter Cleland as its new Director of Finance and
Resources. His previous posts included Group Accountant
with BET plc.
- Croydon LBC appointed Mike Davis as its new Director of
Housing. For the previous 8 months, he had been Acting
Director, following a term of 4 years as Assistant
Director.
- David Gannicott was appointed Director for the South East
Thames region by London & Quadrant HT. His former
post was as Director of Operations for East Thames HG.
- Scottish Homes appointed Jack Hunter as its new Managing
Director for the North and East Region. He has been with
the Agency since 1989 and last year took over as its Head
of Policy. He took over as Managing Director from Stuart
Nichol, who has moved to become Scottish Homes' new
Director of Strategy and Performance.
- Bob Lawrence was appointed by the Department for
International Development to head a team to reconstruct
housing on Montserrat, following widespread destruction
by volcanic eruption. He left his post as Chief Executive
of the Empty Homes Agency and departed for the island on
Boxing Day to take up the task of rehousing 8,000 people
left homeless by the catastrophe.
- Peter Mountford-Smith succeeded Richard Gregory as Chief
Executive at Margaret Blackwood HA, bringing with him ten
years' experience in the housing association movement,
during which time he served on the board of 6
associations, most recently as Director of SITRA.
- The new housing company Ashton Pioneer Homes appointed
Tim Pinder as its first Chief Executive, who was
previously with the Guinness Trust as Regional
Development Manager.
- John Seddon was internally promoted from Financial
Controller to Director of Finance at Medina HA.
- The new Chief Executive at Somer Community HT is Alan
Ward, who was previously with Bath and North Somerset
Council.
- Focus HG appointed Lesley Wearing as Regional Director
for the Coventry and Shire region. She joined the
Association in January and was formerly Assistant
Director of Housing Services at Derby CC.

- Unity HA appointed Ali Akbor as its new Chief Executive.
His previous post was Principal Group Accountant at
Salford MDC.
- Eleanor Brazil was appointed as the new Director of
Housing and Social Services at Sutton LBC, where she
moved from her former position as Assistant Director of
Social Services at Camden LBC.
- Martin Buddery joined Colne HS as Head of Housing
Services. His previous post was Housing Needs Manager at
Colchester DC.
- Andrew Doyland was promoted to Development and Estates
Director at Broadland HA, which he first joined in 1992.
- Ashley Horsey was appointed as the new Chief Executive of
the Empty Homes Agency, filling the post left vacant by
Bob Lawrence.
- Christine Laird, former Chief Executive at the Chartered
Institute of Housing, withdrew her application for the
top job at the Northern Ireland Housing Executive,
following her appointment as Director of Housing at
Cardiff Council.
- Richard McCarthy, Chief Executive at South London Family
HA, was appointed Chief Executive of Peabody Trust, to
take over from George Barlow on his retirement in May.
- Solihull Councils Director of Housing and Property
Maintenance, Jim OCallaghan, retired due to ill
health.
- David Petit is the new Director of Client Services at
Waltham Forest HAT, where he had worked since 1992.
- Network HA's Chief Executive, Richard Smillie, was
appointed Chief Executive at Salvation Army HA, where he
took over in February from Geoff Marsh.
- Roger Watson moved from his position as Director at
Bedfordshire Pilgrims HA, following his appointment as
Chief Executive at Ridgehill HA.
- Ian Weightman was internally promoted to the post of
Chief Executive at Spitalfields HA, replacing the Acting
Chief Executive, Rodney Dykes.

- Nigel Perryman was appointed Deputy Group Finance
Director for Shaftsbury Housing Group, which he moved to
from Welmede HA.
- Carol Williams moved to Hart HA as its Housing Services
Manager. Her previous employment included time with
Rushmoor DC and Pavilion HA.

Family HA is Sue Bate (previously Assistant Director of
Finance at Moat Housing Group).
- Currently Managing Director at Two Castles HA, Graham
Colls was appointed Chief Executive at Magna Housing

- Penny Cooper left her post after only one year as Chief
Executive of the Tenants' Participation Advisory Service,
to take up a new job as South East Operations Director
for the Hanover Group.
- The new Chief Executive at Thames Valley HA is Keith
Holloway, who joined the Association from Wakefield MDC.
- The Housing Corporation's Head of Housing Management,
Roger Jarman, was appointed by the Audit Commission as
Senior Manager - to concentrate on value for money
studies in the social housing sector.
- Richard McCarthy left the Horizon Group, to join Peabody
Trust as Chief Executive.
- Chris Turton, Director of Pollards Hill HA, was appointed
Chief Executive at Sutton Housing Society. He replaced
Pat Coulson, who took early retirement.
- Ruth Willis was internally promoted from Assistant
Director of Housing to Corporate Director of
Environmental Services at Hillingdon LBC.
- The new Chief Executive of the Horizon Housing Group is
Ben Wilson, who moved from his post as Operations
Director at Paddington Churches HA in September.

- Sally Harvey is the new Head of Estate Management at
Peabody Trust, where she is responsible for 17,000 homes.
She was previously Head of Housing Management for Enfield
Council.
- Graham Kent moved up at John Grooms HA from Senior
Project Manager to Director of Housing Services.
- Former Chief Executive of the Chartered Institute of
Housing, Christine Laird, again found herself again
unemployed, following a senior reshuffle at Cardiff
Council.
- Colin Mayhead joined Waltham Forest LBC as its Director
of Housing on an initial six- month placement. He is a
Director of the consultants Austin Mayhead & Co and
he had recently been with Newham LBC as Director of
Housing.
- Paddy McIntyre, the Northern Ireland Housing Executive's
Director of Client Services, was appointed as the
organisation's Chief Executive. He has worked for the
Housing Executive for 28 years and has held a range of
senior positions. In recent years he has been responsible
for a number of key strategies and policy reviews,
including a major review of the Housing Selection Scheme
and the development of the organisation's Community
Relations Strategy.
- Jakki Moxham was appointed Chief Executive at Springboard
HA. She previously held posts with the Housing
Corporation and other RSLs and since 1993 she had been
Northern Director for English Churches Housing Group.
- Tony Nash joined Suffolk Housing Society as Housing
Services Director, from Newydd HA.
- Christine Parrish was appointed Director of Housing at
Shelter, where she succeedsed Louise Casey, who left to
head up the London Rough Sleepers' Unit. Christine
Parrish had been with Shelter for nine years, during the
last four of which she had held the post of Housing
Services Manager.
- Kirklees Council's Housing Director, Joanne Roney, was
appointed Director of Housing and Direct Services at
Sheffield Council.
- Ann Santry moved from Swaythling HA, where she was Chief
Executive, to take up her new post as Chief Executive of
Sovereign HA.
- Wendy Thomson, Chief Executive at Newham Council, was
appointed as the Audit Commission's first Director of
Inspection, taking up her new post in September in which
she will oversee the work of the Housing Inspector.

Deaths in the Housing Sector
- Cardinal Basil Hume died at the age of seventy-six. He
was a president of Shelter and patron of the Catholic
Housing Aid Society. He founded the Cardinal Hume Centre
in 1986, which provides temporary accommodation for young
people at risk.
- Professor Valerie Karn died, aged sixty. She was
Britain's first Professor of Housing and specialised in
research on housing for ethnic minority and low-income
sectors of the community. She served on the Duke of
Edinburgh's inquiry into British housing and was co-
ordinator for the Joseph Rowntree Foundation's inquiry
into British housing standards. She became a Professor of
Housing in 1984 at Salford University and joined
Manchester University as Professor of Housing Studies in
1994.
- The death was announced of social housing lawyer Michael
Phillips, a partner at Devonshires solicitors. He
specialised in working for housing associations
acquisitions, shared ownership and DIYSO sales.

- Mohammed Athar, the Chief Executive at Ashiana HA, was
seconded to Eaves Brook, which is a member of the Harvest
Housing Group.
- After 11 years at Barking and Dagenham LBC where he was
in charge of town planning and building control, Andy
Clarke moved to a new role as Chief Executive at Lewisham
Challenge Partnership.
- John Crowther was internally appointed as Assistant
Director at Thames Reach HA. The Director of Housing at
Brighton and Hove Council, Kate Davies, was appointed
Chief Executive of Servite Houses.
- Kamal Faizi moved from Stepney Housing and Development
Agency to take up his new role as one of two Divisional
Directors of Housing at Newham LBC, with responsibility
for regeneration. Simon McDonald was appointed to the
other post, responsible for strategy and support. He
joined the Council from Hounslow LBC.
- The new Director of Housing for YMCA England is Mike
Fleming, who had been Foyer Co- ordinator for the
Association for the previous six years.
- Ian Gardner, Head of Housing at Kingston Council, moved
to head the UK branch of DePfa IT Services.
- Copeland Council appointed Robert Morgan as Chief Housing
Officer. He had been working as Housing Manager in
Barrow.
- Previously Assistant Director of East Thames HA, Jane
Porter was appointed Director of Boleyn and Forest HA.
- Bob Pringle was appointed by Touchdown HA to the new role
of Regeneration Director.
- Jeff Pym moved up from Assistant Director to Director of
Finance at Hanover Housing Group, to replace Tony Horton
who has retired.
- Adrian Redmond left Touchstone HA where he had been
Senior Development Officer, to take up his new post as
Development Manager (East Midlands) for Servite Houses.
- Helen Scarrett was appointed by Waterloo HA as its new
Director of Housing.
- John Spens is Testway Housing's first Chief Executive.
Since 1978 he had been with Test Valley Council, which
has transferred its stock to the Association.
- Alan West, Director of Corporate Banking at the Royal
Bank of Scotland, was appointed by the Halifax to head
its new housing finance business.

- The new Chief Executive at Welwyn Garden City HA is Reg
Bek, who brought with him 25 years' experience in
housing.
- The new Director of Housing and Community Services at
South Cambridgeshire Council is David Ellis, who was
formerly Director of Housing at Rochford Council.
- Anne Flynn is the new Director of Community Investment at
Maritime HA. She was previously Deputy Chief Executive of
Grosvenor HA.
- Mike Hinch was promoted to Chief Executive at Newlon
Housing Group. He joined Newlon in 1993 and was
previously the Deputy Chief Executive there.
- Malcolm Holloway is the new Director of Finance at
Islington and Shoreditch HA. He had been acting in that
post since February and had previously worked for the
American Institute for Foreign Study.
- Pam Lockley was appointed as Corporate Director of
Housing at Hillingdon LBC. She was due to leave her
employment as Assistant Director of Housing Management at
Birmingham CC to take up her new post in the Autumn.
- With 18 years' experience in the insurance sector, Tony
MacGregor moved to housing in his new post as Director of
Resources and Finance at Devon & Cornwall HA.
- Paddy Mooney joined Kensington HT as Director of Housing
from Brighton and Hove Council, where he was an Area
Manager.
- Peter O'Callaghan was reported to be taking early
retirement in the next few months from his post as Chief
Executive at Patchwork HA.
- Presentation HA promoted Richard Payze to the post of
Director of Development. He has been with the Association
since 1994 as its Development Manager.
- South Yorkshire HA's new Housing Services Director is Jan
Phillips, who previously worked at Doncaster Council.
- Liz Potter took up her new role as Director of Policy at
the National Housing Federation. She was previously Head
of Housing Management and Support.
- Barry Simons announced his retirement as Director of
Housing at Hammersmith and Fulham LBC. His 18-year term
as a housing director included appointments in the London
boroughs of Brent and Newham.

Roger Jarman Appointed by Audit
Commission
The Audit Commission announced the appointment of Roger Jarman
as Senior Manager in its Public Services Research Directorate,
where he would lead the Commission's work for the Housing
Corporation and undertake value for money studies in the RSL
sector.
Roger Jarman was Head of Housing Management at the Housing
Corporation, where he helped to formulate the Performance Review
framework and was instrumental in the development of the
Performance Indicator framework for RSLs. More recently he had
led the Corporation's Policy Teams, which devised the frameworks
for tenant participation and Best Value in the RSL sector.

- Amanda Gerrard moved from North British HA to take up a
new post as Director of Housing Services at West
Yorkshire HA.
- Neil Hayward was appointed as the new Chief Executive of
Dewi Sant HA. He was formerly Director of Housing
Services at Clwyd Alyn HA.
- Tony Hood moved up at Kirklees Council to take on the
vacant post of Chief Housing Officer.
- Patrick Howley announced his retirement as Strategic
Housing Director at Bradford Council, bringing to an end
a career of over 30 years in local government.
- Joanne Roney moved from Kirklees Council to take up the
post of Executive Director at Sheffield Council.
- Helen Routledge moved from Swan HG to New Era HA, where
she took up the post of Director of Finance and Business
Studies.
- Mark Seaborn quit his post as Chief Executive of Willow
Park HT, which he had moved to only six months previously
from Riverside HA.

- Bob Heapy, who was part of Newham Council's best value
team, was appointed as Director of Pollards Hill HA.
- After 38 years in the profession, John Hickman took early
retirement from his post as Chief Housing Officer for
Swindon Council. He has worked for the Council, and its
predecessor authority Thamesdown, for the last 25 years.
- Philip Newby brought over 20 years' experience to his new
post as Director of Policy and Regeneration at Brent
Council in January, when he left Hackney LBC - where he
oversaw the Borough-wide redevelopment programme.
- Maidenhead and District HA appointed John Petitt as its
new Chief Executive.
- The new Chief Executive of Two Castles HA was Ian
Richardson, who previously worked at Newcastle-upon-Tyne
Council and has recently been elected to the Chartered
Institute of Housing's council.
- Ann Santry moved from her post as Chief Executive of
Swaythling HS and was appointed Managing Director of
Sovereign HA.

- Dave Bullock was promoted from Assistant Director of
Development, a post he has held since 1994, to Director
of Development at Riverside HA.
- Ian Finlay became Assistant Director of the Housing
Maintenance and Investment Division at Birmingham
Council's Housing Department, bringing with him 15 years'
experience with the housing team at Middlesbrough
Council.
- Gary Fulford, who was Operations Director at Droitwich
Spa and Rural HA, was appointed by Jephson HA Group as
Director of its South and West Region. He has formerly
spent eight years as Regional Director of Housing 21.
- David Jepson, who for the last five years has been
Assistant Director of Growth and New Initiatives at
Riverside HA, took up his new post of Director of
Regeneration.
- David Sheridan, previously Central Services Manager for
Redcar and Cleveland Council, became the new Head of
Building Services for Hounslow Council's Housing
Department.
- The new Chief Executive of Weymouth and Portland Housing
was announced as Graeme Stanley, who was Director of
Housing Services at East Dorset HA.

- Mike Maunder, Housing and Consumer Services Director at
Liverpool Council, announced his forthcoming retirement
in March 2000.
- The new Assistant Director of Strategy and Resources at
Camden Council's Housing Department was announced as Sue
Robertshaw, who has held a number of senior posts in the
housing departments of London councils and was also
formerly the London North-East Regional Director of the
Housing Corporation.
- Graeme Stanley, a Director of the Independent Housing
Ombudsman, became the new Chief Executive at Weymouth and
Portland Housing, leaving his post as Director of Housing
Services at East Dorset HA.
- Tony Swinden took up a new post as Director of Community
Housing at Poplar-Harca, based in Tower Hamlets, having
previously worked for Islington and Camden Councils in a
variety of roles including Head of the Housing Management
Client Unit at Camden.
- Peter Walters, the Director of Housing and Social
Services for Merton LBC, was appointed as the new Chief
Executive of English Churches HG, which was at the time
under supervision by the Housing Corporation.
- Birmingham City Council promoted Mary Woodcock to
Assistant Director of its Housing Management Division
from her post as the Department's Acting Assistant
Director for Maintenance and Investment. She has worked
for the Council since 1975.

- Leicester Family HA appointed Derek Doran as Director. Mr
Doran left Northampton Council to take up the post and
succeeded David Jepson, who has become Director of
Regeneration at Riverside HA.
- Tim Doyle, previously Customer Services Director at
Poplar Harca, was appointed as Director of Housing
Services at Brunel Housing.
- Ian Elliott became the new Chief Executive of Oaklee HA,
which provides 3,000 homes in Northern Ireland. He moved
from Belfast-based BIH HA, having previously worked for
15 years in the Northern Ireland Housing Executive.
- Graham Farrant quit his post as Housing Director for
Birmingham CC to become Chief Executive of Barking and
Dagenham Council.
- The new Group Services Director with responsibility for
information technology, personnel and administration
services at the Guinness Trust Group was Penny Hayes, who
was previously a Senior Manager for Marks & Spencer's
personnel group.
- Westway HA appointed Gerri Scott, who has spent 10 years
working in local authority housing management and was
most recently Assistant Manager for the in-house housing
management team at Lambeth Council, as its Chief
Executive.
- Amerjit Sian became Finance Director at Walbrook HA,

and replacing John Nutton (who has joined Boston

- The new Director of Housing Services at East Dorset HA
was Steve Benson, previously Assistant Director of
Housing at New Forest DC. He is also a member of the
Chartered Institute of Housing's National Council.
- Derek Doran, previously Assistant Director of Strategy
and Resources at Northampton Council, was appointed
Director of Leicester Family HA, a division of Riverside
HA.
- Kerrier Homes announced the appointment of Stuart Dry as
Acting Chief Executive, following the sudden death of
Chief Executive Neil Dutton. Mr Dry is a Regional
Director of Sovereign HA.
- John Grayland, former Director of Hyde HA, joined Midland
Area HA as its new Regeneration Director.
- The new Director at Bailey HA was Wendy Green, who set up
Sussex Oakleaf HA to provide supported accommodation for
people with mental health support needs.
- Willow Park HT, a local housing company set up by
Manchester Council, appointed Mervyn Jones as its new
Chief Executive. The Trust had been without a Chief
Executive since Mark Seaborn left in September 1999.
Mervyn Jones left his post as Regional Director of
Harvest HG to take up his new role from April 2000.
- Anne-Britt Karunaratne joined London and Quadrant HT, as
Regional Housing Manager (Customer Services) for its
South East Thames region, from her former position as
Neighbourhood Manager for Greenwich Council.
- Dorian Leatham was appointed Acting Chair of Stonebridge
HAT in Brent, where he will work part-time, overseeing
the redevelopment and regeneration of the 1775-home
estate. Mr Leatham is Chief Executive of Hillingdon
Council and he was Deputy Housing Director of Brent
Council when proposals for the Stonebridge HAT were
developed in the early '90s.
- Peter Bedford HA announced the appointment of Erica Lewis
as its new Chief Executive. She previously worked for the
National Schizophrenia Fellowship.
- Anthony Mayer was appointed as transitional Chief
Executive of Transport for London, (which will came into
being on 3rd July 2000) and will run London Transport. Mr
Mayer had been Chief Executive of the Housing Corporation
since 1991 and his Deputy, Simon Dow, was to act as Chief
Executive for the Corporation until a permanent
appointment was made.
- John Spens joined Testway Housing, the housing company
formed from the stock transfer of Test Valley BC, as its
new Chief Executive. Mr Spens was previously Head of
Housing Management at the Council.

- Ken Bury stepped up from Deputy Director of Regeneration
to Chief Housing Officer at Hyndburn Council.
- Thames Valley HA appointed Yvonne Edgar as Head of
Development. She was Regional Development Manager at
Warden HA.
- Howard Farrand was appointed Chief Executive designate of
Whitefriars Housing Group, which has been set up to take
over Coventry CC's housing stock. He was Strategic
Director with the Council.
- Constance Hall, the Chief Executive at Kush HA, became
locum Chief Executive at New Islington and Hackney HA
(David Cant was on a nine months sabbatical appointment
with the Queensland State government).
- Kerry Kyriacou joined Broomleigh HA from Hyde HA as
Director of Development and Investment.
- Ian Munro, Director of Housing at Tameside Council, was
appointed as the first Chief Executive of newly-formed
New Charter Housing Trust Group - which has taken over
the Council's 16,500 homes.

- Elaine Elkington was appointed to succeed Barry Simons as
Director of Housing Services at Hammersmith and Fulham
LBC. She moved there from Stafford Council, where she was
Director of Housing, Community and Environmental
Services.
- Ian Leslie joined Magna Housing Group as Director of
Operations. He moved from Windsor and District HA, where
he was Executive Director.
- Darshan Matharoo was appointed by the Housing Corporation
as its Assistant Director of Investment, with
responsibility for sheltered and supported housing. His
previous employment includes time with Anchor HA.
- Brunel Housing appointed Margaret Street as its new Chief
Executive. She joined the Association from Wales and West
HA, where she was Director of Property Services.
- Philip Toms left Beazer Partnership Homes, following his
appointment as Newport Housing Trust's first Director.
The new Trust will take over Newport Council's housing in
the first whole-stock transfer in Wales.
- John Topham joined Leicester HA from Home HA as Director
of Development and Property Services.
- Gavin Whitefield moved up the ladder at North Lanarkshire
Council, with his promotion from Director of Housing and
Property to Chief Executive.
